  16. <p>The Navy's chief resigns over the Tailhook sex-abuse scandal
  17. </p>
  18. <p>    As much as the U.S. Navy may want the scandal to sink to
  19. the bottom of public consciousness, Tailhook keeps resurfacing.
  20. The now infamous convention last September of the Tailhook
  21. Association, an organization of Navy and Marine aviators, where
  22. at least 26 women were sexually molested by servicemen, bobbed
  23. up again last week. After months of criticism, Navy Secretary H.
  24. Lawrence Garrett III finally resigned, accepting "full
  25. responsibility" for management of the Tailhook incident.
  26. </p>
  27. <p>    Garrett's announcement came two days after Navy Lieut. Paula
  28. Coughlin, a veteran helicopter pilot, publicly described her
  29. experience at the gathering. Coughlin came forward because she
  30. was frustrated by her superiors' foot-dragging response after
  31. they'd been told of the assault. Two internal Navy
  32. investigations and 1,500 interviews turned up only two
  33. suspected culprits. Not until two weeks ago did Garrett ask the
  34. Pentagon's inspector general to investigate the case.

  36. <p>    The Senate Armed Services Committee has pushed the issue
  37. ahead by delaying the promotions of more than 4,000 officers,
  38. including the commander of the U.S. Sixth Fleet, insisting that
  39. the Pentagon clarify whether any were involved in the affair.
