  7. GREAT WALLS: Great Walls (located on the provincial level) ARE NOT
  8. inevitably prone to decay.  They will survive as long as you have
  9. sufficient Plebs assigned to Province duty, or until they are
  10. successfully attacked by a barbarian army.
