Japanese environmentalist terrorist group. Their primary agenda is a 90% reduction in energy usage worldwide. This is the group's first armed attack, though they are believed responsible for a number of anti-industrial incidents in the recent past, ranging from contaminating the storage tanks of Tokyo gas stations with sugar, to threatening the families of top Japanese nuclear scientists.
The group's name is taken from an ancient Japanese medical procedure, in which burning cones of incense are placed directly on the skin. The name has the connotation of 'painful beginning', in which the patient is slightly harmed in the interest of eventually healing them.
