  19. Sheikh Yamani 
  20. threatened to 
  21. starve the West 
  22. of oil if it did not 
  23. stop supplying 
  24. arms to Israel, 
  25. with whom Arab 
  26. states were at 
  27. war. Some called 
  28. it blackmail, but it 
  29. worked: after 
  30. Saudi Arabia cut 
  31. production by ten 
  32. percent Britain 
  33. stopped arms 
  34. shipments, and 
  35. Japan reversed 
  36. its pro-Israeli 
  37. policies

  39. Once the power of 
  40. the oil weapon 
  41. had been 
  42. demonstrated, 
  43. Saudi Arabia was 
  44. not about to give 
  45. it up. In October 
  46. 1973, OPEC 
  47. announced a 70 
  48. per cent rise in 
  49. oil prices, a cut in 
  50. production of five 
  51. per cent per 
  52. month, and an 
  53. embargo on oils 
  54. sales to the USA

  56. Other states such 
  57. as Iran (which 
  58. was not involved 
  59. in the Arab-
  60. Israeli dispute) 
  61. learned Yamani's 
  62. lesson and 
  63. doubled the price 
  64. of their oil. The 
  65. Shah wanted the 
  66. money to buy 
  67. arms from the
  68. United States

  70. By the mid-
  71. Seventies, Yamani 
  72. was arguing that 
  73. rising oil prices 
  74. could cause an 
  75. economic crisis
  76. in the West.
  77. Yamani realised
  78. that if the Saudis
  79. were to sell their
  80. oil, the West had
  81. to be be able to
  82. pay for it

  85. weapon proved 
  86. difficult to 
  87. deploy. Political 
  88. differences 
  89. within OPEC and 
  90. increasing 
  91. economic ties 
  92. between it and 
  93. the industrial 
  94. world meant a 
  95. return to stability

  97. and a return to the 
  98. situation of the 
  99. Seventies became

  104. having argued 
  105. with the ruling 
  106. Saudi royal 
  107. family about the 
  108. uses to which oil 
  109. revenues should 
  110. be put. It was a

  113. once been able to 
  114. hold the world
  115. to ransom

  118. Saudi Arabia to 
  119. develop from a 
  120. desert kingdom 
  121. to one of the 
  122. world's richest
  123. countries within 
  124. two generations. 
  125. With it has come 
  126. huge political

  130. wield that
