  2. HOW TO FILE COMMENTS TO FCC NOTICES OF PROPOSED RULEMAKING

  4. If you plan to file comments to an FCC Notice of Proposed 
  5. Rulemaking, use the caption format shown below making sure that 
  6. you put the appropriate Docket number at the top.
  7.  
  8. When you file comments or reply comments with the FCC, list your 
  9. credentials, be fact-specific and to the point.  When you file 
  10. comments to an active NPRM, the FCC wants you to send an original 
  11. and four copies.  If you want each FCC Commissioner to have a 
  12. copy, send an original plus nine copies.  Send all comments and 
  13. reply comments to:
