  2.    notice [=]<nickname> <text to send>

  4.    notice %<process id|process name> <text to send>

  7. Description:
  8.    NOTICE is functionally equivalent to MSG.  Like MSG, it may send to
  9.    a person or a channel, and may send to more than one target.  The command
  10.    was primarily intended as a message type that guaranteed no automated
  11.    responses.  See MSG for more information.

  17.    The IRC protocol explicitly prohibits any client from automatically
  18.    responding to NOTICE with a MSG, CTCP, another NOTICE, or anything
  19.    else, and ircII-EPIC will do everything in its power to prevent you
  20.    from doing it :)
