  13. SPECIFICATION

  15.         Usually when a command fails the screen displays a brief message.
  16.         This message typically includes the name of the file if that was
  17.         the problem but does not go into detail.
  18.         If the reason is not immediately obvious, enter WHY to more complete
  19.         explanation.

  30.         The WHY message points to the error: a destination for COPY was
