  15.      The ssttrrttooll() function converts the string in _n_p_t_r to a _l_o_n_g value accord­
  16.      ing to the given _b_a_s_e, which must be between 2 and 36 inclusive, or be
  17.      the special value 0.

  19.      The string may begin with an arbitrary amount of white space (as deter­
  20.      mined by isspace(3))  followed by a single optional `+' or `­' sign.  If
  21.      _b_a_s_e is zero or 16, the string may then include a `0x' prefix, and the
  22.      number will be read in base 16; otherwise, a zero _b_a_s_e is taken as 10
  23.      (decimal) unless the next character is `0', in which case it is taken as
  24.      8 (octal).

  26.      The remainder of the string is converted to a _l_o_n_g value in the obvious
  27.      manner, stopping at the first character which is not a valid digit in the
  28.      given base.  (In bases above 10, the letter `A' in either upper or lower
  29.      case represents 10, `B' represents 11, and so forth, with `Z' represent­
  30.      ing 35.)

  32.      If _e_n_d_p_t_r is non nil, ssttrrttooll() stores the address of the first invalid
  33.      character in _*_e_n_d_p_t_r. If there were no digits at all, however, ssttrrttooll()
  34.      stores the original value of _n_p_t_r in _*_e_n_d_p_t_r. (Thus, if _*_n_p_t_r is not `\0'
  35.      but _*_*_e_n_d_p_t_r is `\0' on return, the entire string was valid.)

  38.      The ssttrrttooll() function returns the result of the conversion, unless the
  39.      value would underflow or overflow.  If an underflow occurs, ssttrrttooll() re­
  40.      turns LONG_MIN. If an overflow occurs, ssttrrttooll() returns LONG_MAX. In both
  41.      cases, _e_r_r_n_o is set to ERANGE.
