  10. Encode files for network transmission and decode transferred files. This
  11. standard encoding algorithm converts three 8-Bit groups (bytes) to four
  12. 6-Bit groups (sextets) of printable characters, which can then be sent over
  13. networks which don't support eight data bits.

  15. These tools were written because the existing programs did not fit my
  16. personal needs. The others were either inconvenient to use, too slow or too
  17. oversized, so I decided to write optimized versions myself. Both tools are
  18. pure and can be made resident.
