This photo shows only about half of the Committee but includes one of the leaders of the strike, R.B. Russell (back row, 3rd from left). The Committee was responsible for directing all phases of the strike and met daily in the Labour Temple. It was this body which agreed with the City Council to allow certain essential services to continue and issued permit cards to protect the workers on those jobs.
