As in the case of the canals and railways of an earlier era, construction of the power plants depended upon the existence in Canada of a large unskilled labour force. This consisted mainly of mobile, male immigrants, notably from Poland, Hungary and Italy. Up to 3,500 were employed as "muckers" and general labourers at various times.
