The evangelical wing of the established churches and organizations like the Salvation Army responded to poverty and unemployment by setting up missions like this one. In return for a place to rest and a meal, the men had to attend a prayer meeting. While recognizing a social need, these missions tended to conceive of poverty as a sign of individual failure which could be remedied through individual redemption. Note the number of young men present in this mission. Many of the men are sprawled out asleep on the benches and chairs of this bleak refuge, under the banner proclaiming "Eternity".
