  4.     The grainy photo of a smiling middle-aged man bore a striking
  5. resemblance to Army Captain Donald G. Carr, who was shot down
  6. over Laos in 1971. So much so that his relatives, like those of
  7. many of the 2,273 U.S. servicemen listed as missing in action,
  8. dared to believe that their loved one was still alive in
  9. Southeast Asia. But the Carr family was the victim of a cruel
  10. fraud.

  12.     The photo, purporting to show the missing soldier in a
  13. Laotian prison camp, turned out to be that of a German national
  14. named Gunther Dittrich. The man's identity, first reported by
  15. ABC News, was confirmed by Defense Department investigators who
  16. interviewed him in a German prison, where he is serving time for
  17. illegally exporting exotic Asian birds.

  19.     The photo was sent to the Carr family by retired Air Force
  20. pilot Jack Bailey, whose Operation Rescue group has raised more
  21. than $3 million from MIA families over the past decade. Bailey
  22. claims he was duped by an unidentified hoaxer and did not
  23. knowingly mislead anyone. Nevertheless, the Justice Department
  24. is investigating Bailey's enterprise to determine whether he is
  25. responsible for other fake MIA documents and photos.
