  4.     In the standoff between the government of President Najibullah
  5. and Afghanistan's mujahedin, the beleaguered regime in Kabul is
  6. now clearly placing its hopes on a settlement brokered by the
  7. United Nations. Last week Najibullah tried to give that process
  8. a jog by publicly reiterating his longstanding offer to step out
  9. of the presidency and renounce any future political role as soon
  10. as a neutral interim government is formed under U.N. auspices.
  11. Said the President on national television: "I have agreed to
  12. transfer all authority to the transitional government."

  14.     Najibullah's latest concession to the peace process came
  15. shortly after a major mujahedin faction claimed that it had
  16. captured the northern city of Mazar-i-Sharif, site of a
  17. government air base; Kabul denied the claim. Hard-line
  18. mujahedin, ignoring the President's offer, vowed to fight on.
