  4.     Gloom descended as leaders of the Commonwealth of Independent
  5. States ended their summit meeting in Kiev last week without
  6. managing to defuse a situation that threatens the already
  7. fragile structure of the nascent organization: the growing
  8. rancor between Russia and Ukraine.
  9.  
  10.     Their relations deteriorated two weeks ago when Ukrainian
  11. President Leonid Krav chuk announced that he was halting the
  12. transfer of tactical nuclear weapons to Russia. Kiev had pledged
  13. to hand over all such weapons by July, but so far, only around
  14. half of the roughly 2,500 tactical weapons have been shipped.
  15. In Moscow, Boris Yeltsin retaliated by creating his own defense
  16. ministry, the essential precursor to a separate Russian army.
  17. Ukraine then refused to take any part in a unified command
  18. structure. A proposal to set up a group of military observers
  19. to help resolve ethnic conflicts was rejected by both Ukraine
  20. and Azerbaijan.

  22.     The summit's failure to resolve any important questions,
  23. warned Kravchuk, meant that "the entire existence of the C.I.S.
  24. is questionable."
