Remember all of those whiz-bang close-ups of smart bombs
zeroing in on Iraqi targets during the gulf war? Satellite data
helped pinpoint the targets. But the Navy complains that owing
to shortcomings in communications, the Air Force was able to get
most of the data -- as well as the glory -- while Navy personnel
were stuck with a limited role because they could receive only
a tiny fraction of the vital information. As part of a plan for
a sweeping reorganization of U.S. intelligence, CIA Director Bob
Gates now says he will fix the mess so that all services have
ready access to such intelligence data in the future.
