  4. Frustrated, Peru's President shuts down Congress and rules by
  5. decree

  8.     Relentless terrorism and economic disintegration dealt a
  9. mortal blow to Peru's fragile democracy. With military support,
  10. President Alberto Fujimori closed down Congress and the
  11. judiciary, suspended the constitution and said he would rule by
  12. decree. Troops and tanks surrounded the Palace of Justice and
  13. the parliament building; journalists and opposition politicians
  14. were placed under arrest.

  16.     The only surprise for many observers was that it took so
  17. long for the putsch to come. Large tracts of Peruvian territory
  18. have been overrun by drug traffickers and vicious Shining Path
  19. guerrillas, whose terrorist campaign has reached the shantytowns
  20. around Lima, the nation's capital. Less than 20% of the work
  21. force is employed full time. More than half of Peru's 22 million
  22. people live in dismal poverty; a recent cholera epidemic killed
  23. more than 3,000.

  25.     While some expressed sympathy for Fujimori's plight, the
  26. U.S. cut off all new nonhumanitarian aid, and the Organization
  27. of American States scheduled an emergency meeting to consider
  28. economic sanctions of the kind imposed on Haiti's dictatorship.
