  7.     Turkish President TURGUT OZAL is a close ally of President
  8. Bush, but some think he's taking on too grand a role. Ozal
  9. staunchly supported Bush during the gulf war, and has
  10. volunteered Turkey's help in forging closer U.S. ties with the
  11. fledgling Central Asian republics of the former Soviet Union.
  12. Diplomatic sources say the White House passed the word in
  13. Washington that Turkey will be the conduit for assistance to
  14. those five republics. But the republics are unhappy with the
  15. arrangement. Tulegen Zhukeyev, a respected top Kazakhstan
  16. official, maintains that his fellow Central Asians welcome U.S.
  17. ties but are concerned that the U.S. has given Turkey virtual
  18. carte blanche as its regional surrogate.
