  6.     In a delicate move, Thailand's King last week tiptoed past a
  7. military-backed contender and, after consultations with
  8. political leaders, appointed Anand Panyarachun, 59, a former
  9. diplomat and businessman, to be interim Prime Minister for the
  10. second time. Initially installed by the military following a
  11. February 1991 coup, Anand ran Thailand's most honest and
  12. competent government in decades before stepping down last March.
  13. His sensitive task now: to organize new elections and extricate
  14. the military from politics in response to last month's bloody
  15. pro-democracy street clashes.
