  4. Insiders charge that the S&L cleanup agency is letting friends
  5. off easy

  8.     No one expected the Resolution Trust Corporation, the oddball
  9. agency cobbled together in 1989 to undertake the largest
  10. federal bailout ever, to liquidate more than 800 savings and
  11. loans without a hitch. And the dubious were right. From the
  12. beginning, the RTC, whose charter is to find and prosecute the
  13. crooked, the greedy and the inept among the nation's thrift
  14. managers, has been dogged by questions of efficiency, propriety
  15. and conflict of interest. Last week three RTC attorneys had more
  16. bad news; they testified on Capitol Hill that they had been
  17. blocked from prosecuting former S&L officials.

  19.     "The bad guys walk," said recently demoted RTC attorney
  20. Bruce Pedersen before the Senate Banking Committee. "They get
  21. off cheaply or they get off altogether because we're not
  22. allowed to do our jobs." Pedersen and his associates claimed
  23. that they were among two dozen lawyers who wanted to pursue
  24. criminal cases aggressively but were being harassed and driven
  25. out of the RTC. Another lawyer, Jacqueline Taylor, says she was
  26. forced to settle a $10 million case for $30,000 for political
  27. reasons.

  29.     The RTC also had some good news to report: it has sold off
  30. more than 600 thrifts and recovered more than $260 billion in
  31. assets.
