  6.     Bill Clinton has said he is determined to bring the best
  7. people into his Administration no matter where he finds them.
  8. Quiet discussions immediately after the election dramatically
  9. demonstrate his strategy. According to sources close to the
  10. situation, Clinton representatives approached Israeli Prime
  11. Minister Yitzhak Rabin to see what he would think if Clinton
  12. chose JAMES BAKER as his special envoy to manage the Middle East
  13. peace talks. Rabin applauded the notion, especially since Baker
  14. would lend vital continuity to the delicate negotiations. Baker
  15. is said to be fully aware of the exchange.
