  3.   History:   Recent encounters with the Romulans have been sporadic.
  4.              They have recently exercised their right to the neutral
  5.              zone on numerous occasions.
  6.  
  7.   Weapons:   Knowledge of Romulan weaponry is also innacurate.  They
  8.              have chosen not to use their weapons in their recent
  9.              confrontations.  Yet if past dealings with the Romulans
  10.              are an indicator, their photon torpedo capability should
  11.              not be underestimated.

  13.   Advice:    Advice is impossible due to the lack of recent encounters
  14.              on behalf of both sides.  If engaged in combat, fierce,
  15.              relentless fire is advised.

  17.   Starfleet: Starbases have long been the source of revenge for many
  18.              Romulan incursions.  Protection of these vital outposts
  19.              is of utmost importance in success against the Borg.
