  4.   Located in sector 001, the planet Earth is the very heart of the
  5.   federation.  With headquarters located there, it is imperative that
  6.   Earth be protected at all costs
  7.  
  8.   Earth's self-defense systems are more than adequate, and although
  9.   they are capable of mass destruction, it is virtually impossible to
  10.   defend on a planetary scale.  Due to its size, Earth's defenses are
  11.   mostly compacted in certain areas and are therefore easy to destroy.

  13.   Without Earth and her central command, Starfleet's very existence
  14.   could be compromised.
