  12.   What I propose below is ILLEGAL.  DO NOT DO IT.  Do NOT do it! Don't do it.
  13.   No.  It's illegal!  But still ... it would be fairly constructive, sort-of.

  15.   Create a chain letter that reads as follows:

  21.   │  This is no ordinary chain letter.  This chain letter lets you           │
  22.   │  contribute to world happiness!  At the bottom of this letter you will   │
  23.   │  see how 10 people answered the question:                                │

  25.   │          "How do we make the world a better place to live in?"           │
  26.   │                                                                          │
  27.   │  Cross off the one you like LEAST and write in your own answer.  Then    │
  28.   │  make 20 copies (or more) of this letter and mail it to friends.         │
  29.   │  Within a short time, you will have helped make the entire world think   │
  30.   │  about this important question, and the best answers.  Your 20 letters   │
  31.   │  can become 400, which can then become 8000, then 160,000, then          │
  32.   │  3,200,000. By the fifth copy of your letter, 64,000,000 copies of       │
  33.   │  your answer may be in circulation, and one copy later, a quarter of     │

  52.   utterly paralyzed by the volume, and the governments of the world will HAVE
  53.   to open free data highways to everybody, just to keep the economy from going
  54.   belly up!  (Since chain letters are very easy to detect as data, the data
  55.   highways would be immune to them.)
