  2. planet can at any moment hinge on the performance of any crewmember.
  3. Reconciling the nature of starship duty with the need to maintain 
  4. quality over extended periods is a difficult goal, but Starfleet personnel 
  5. policies make it a reality.

  7. Starfleet personnel are well trained and highly motivated, but maintaining 
  8. that motivation is an ongoing challenge.  Starfleet command structure is
  9. designed to support this philosophy and our officers understand the 
  10. importance of nurturing and encouraging the efforts of each crewmember.
