    If there are only two windows on the screen, this command will grow
    or shrink the window, as the up and down arrow keys are pressed.  It
    thus "combines" the functions of GrowWindow and ShrinkWindow into
    one command.

    If more than two windows are on the screen, it essentially acts just
    like GrowWindow.

    This command was added in QEdit for OS/2 v1.0, and QEdit v2.1
