Day 007 - 06 Jul 94 - Page 25
1 Q. If we turn the page we can see pretty rapidly what the
position was at that date in June 1989.
2 A. Yes.
3 Q. Fourth column: "HCFC 22 hydrocarbon phase-out plans from
CFC". Why did these countries have phase-out plans from
4 CFC?
A. Because of the environmental concerns with that
5 blowing agent.
6 Q. Whose initiative was it that they should pay attention to
environmental concerns?
7 A. McDonald's Corporations.
8 Q. We see there are, as Mr. Langert says, five countries
still using CFCs: Philippines, Mexico, Turkey, Thailand
9 and Hungary?
A. Correct.
10
Q. This is in the middle of 1989. There are, however, 22
11 that are using HCFCs 22. Casting yourself back in time,
if you had seen that number of countries still using HCFCs
12 22 in June 1989, would it have caused you any concern?
A. No, that was a good transition because if we
13 speculate, if we had done this chart another year earlier
those would all have been in the CFCs column, so I think
14 this was demonstrating good progress.
15 .
Q. We see the Philippines are planning to change to HCFCs 22
16 by the end of 1989?
A. Correct.
17
Q. In the middle of 1989, the same with Thailand. Do you see
18 that?
A. Yes.
19
Q. Can we go on a year or so, not quite a year, I can tell
20 you that this document, my copy, has 1st April 1990 on
it. This is 489C?
21 A. OK.
22 Q. Do you have that?
A. Yes.
23
Q. The number of countries using CFCs is now reduced to four.
24 A. Yes.
25 Q. The number using HCFCs seems to have dropped by one
because there are 21?
26 A. Correct.
27 Q. If we turn over the page to September 23rd 1991, that is
more than a year later?
28 A. Yes.
29 Q. We find, do we not, a dramatic change in this respect,
that there is no country on this table which is still
30 using CFCs?
A. Correct.
