Day 071 - 11 Jan 95 - Page 20

the restaurant, in part at least, was there not?
       A. That was the main concern at that time.

  Q. We are not concerned about that in this case. I am
concerned only with environment/index.html">litter. What was Mr. Cobden's attitude
in this as the principal McDonald's person? Was he saying,
"Tell these silly old busy bodies to run away" or was he
saying "We have got to grapple with this and get it right"
       or what was he saying?
       A. He believed that I was doing everything within my power
to control the situation and just to listen to the
residents if they had any more complaints. He was quite
happy with what I was doing at the time.

  Q. Finally on this page, Mr. Stump, it says that you had
informed him, Mr. Cobden, that environment/index.html">litter patrols were being
undertaken every 15 minutes. Is that right or not?
       A. No, I believe that is an error on their behalf. It is
       30 minutes.

  Q. Over the page, Mr. Cobden writes to Dr. Taylor stating that
he is aware of the strict time constraints on the
collection of rubbish and "will continue to remind our
contractors". That has to do, I take it, with the in-house
rubbish which is put on the pavement, is that right?
       A. Yes, and since then we have changed the contractors
       because of those problems.

  Q. Since then have you changed the contractors?
       A. Yes.

  Q. They were not picking it up frequently, is that what it
       was?
       A. Or they were coming at times not laid down by our
restaurants. They were coming at the wrong times.

  Q. Then we see on page 783 a letter 9th November 1993 from
somebody called Mrs. Earle. Did you ever meet her?
       A. To my knowledge, no.

  Q. She lives at 4 Royal Avenue, London. We do not know
whether she is a member of Dr. Taylor's association or not,
or of any other association. She makes a complaint. Then
page 784, 10th November 1993. This is a different residents
association; it is Wellington Square Residents Association,
a letter signed by the Chairman, Mr. Thomas Cantwell. He
says in the penultimate paragraph this, in the second
sentence: "On the subject of environment/index.html">litter there has been a marked
improvement in the last few weeks. We do hope this effort
will be sustained enthusiastic patrols have been known to
vanish without trace on previous occasions."

Two questions about that, Mr. Stump. Do you think that by
November 1993, as opposed to the end of September 1993,
there had been as he puts it, a marked improvement in the
       collection of environment/index.html">litter or not?
       A. I believe the marked improvement was probably due to
the fact that the weather had changed and there were not so
many people taking and picnicking in the local areas in
       these streets.
