MR. JUSTICE BELL: Can I just check on that last answer before
you go on, please, Mr. Rampton? Is what you are saying
that after they indicated they thought four years support
of Britain in Bloom was long enough and they were
contemplating withdrawing it from Bin it for Britain, then
you gave them the award in recognition of past services?
       A. No, no.

  Q. What are you saying then?
       A. That during the course of this period of time they
received the -- I mean, they were still funding the Britain
in Bloom award when they got their first award and were
(and are still) funding Bin it for Britain when they
received the second award. The point I was making is that,
I think like many companies, they determine a period of
time over which they will engage in a sponsorship, then
they say: "We think we have done that for long enough".
It is then always open to us with them, as indeed other
companies, to suggest other ways in which they might care
       to support our work.

  Q. What you are saying is you are not hoping that they will go
on for ever because you give them an award? That is the
       import of your evidence?
       A. No, not at all. The awards are given to a range of
people who are in no position to assist us in that way.

  MR. JUSTICE BELL: Yes.

MR. RAMPTON: You told us, I think, that your Group is a
       charity?
       A. Yes.

  Q. It has a Council?
       A. Yes.

  Q. Are they all trustees, the members of the Council?
       A. Yes.

  Q. How many members of the Council are there?
       A. 25 members of the Council.

  Q. Are they, as it were, in the position, many of them or not,
of non-executive directors in the sense they do not have to
do the day-to-day running of the Group?
       A. That is exactly so. They none of them do the
       day-to-day running of the Group.

  Q. From what walks of life do these 25 Council Members come?
       A. They come from -- the Tidy Britain Group is made up of
members who become members by invitation and that
invitation comes about as a result of them having shown an
interest in our work, and included on the Council are --
included in the membership are organisations like the
Guides and the Scouts, The National Federation of Women's
Institutes, The Institute of Waste Management and The
Institution of Environmental Health Officers and some
companies like Shell and Coca Cola and McDonald's. Those
companies are able to elect a Council and the Council are
