State and capitalism are inseparable

That's why it has lasted so long as a capitalist country. A perfect capitalist system with complete freedom of capital would have not lasted for longer than a few decades at most. Interference of the state to regulate and control capitalist development has been instrumental in proping up this economic system. That's why the separation of state and economy that Rand advocates is an impossibility under capitalism. And what would the function of the state be if separated from economic system?
