Added "sv_logbans" to turn the logging of player bans on and off. Default is 0 (off).

Format change for logging kicks/bans. Removed '.' at the end of the line.

Linux: now does auto-restart by default, to disable it you need to define "-norestart" on the command line.

Linux: uses "exec" when you define the "-norestart" option.
