Download the ZIP file of the icons, unzip it using Win Zip, or any other Zip program, into any directory, then go to your Mouse Controls in the Control Panel, and go to the Pointers Tab, select a cursor you want to change, click Browse..., and find the Pikachu Cursors in the folder you unzipped them to.
