That's what I thought was causing it.

Which will work... for now.

It will happen again next month, but it's not your fault, it's mine. I
update the prefs each month, but they don't get copied across if you
already have a prefs file on your hard drive (I don't want to muck up
your own settings). The solution is to change it to.
file://localhost/Welcome.html
which will work provided AWeb was started from the Welcome icon.
