  100. Administration announced a pilot program called the Constituent 
  101. Electronic Mail System.  E-mail addresses are available for individual 
  102. Representatives and for House committees.  So far, however, only a few 
  103. Representatives have signed up for e-mail.

  105. The organizers of the pilot program kindly request that constituents 
  106. send a letter or postcard (that includes the sender's name, address, and 
  107. Internet e-mail address) by US Mail to their Representative so that the 
  108. Representatives will be able to verify the incoming e-mail is from an 
  109. actual constituent.  The organizers also note that Representatives may 
  110. reply to e-mail messages via USPS mail.
