  3. This document library contains files from a Library of Congress 
  4. exhibit of materials from the newly opened Soviet archives.  
  5. Except where noted, each file consists of two parts: some brief 
  6. background information and then an English translation of an
  7. actual Soviet document. Please note that these are not complete
  8. documents, but samples from them.
