  18. <p>     There had never been such a sight at the entrance to the
  19. U.S. Capitol. Dozens of disabled people abandoned their
  20. wheelchairs and crawled up the steep stone steps on knees,
  21. elbows and backs. The climb was not really necessary. The
  22. Capitol is equipped with ramps and elevators for wheelchairs.
  23. But the point was to rally support for the Americans with
  24. Disabilities Act, which would require public buildings and
  25. transportation systems to accommodate the disabled.
  26. </p>
  27. <p>     One major obstacle to passage of the bill is the fear of
  28. small-business groups that it might be amended to allow
  29. disabled people to bring damage suits if they are discriminated
  30. against. To prevent an avalanche of court cases, the Justice
  31. Department has urged Congress to specify the circumstances
  32. under which the disabled could sue for damages. A compromise
  33. is expected.
