  17. <p>    When bouncy Buddy Roemer, 45, took over as Governor of
  18. Louisiana last year, he struck the pose of a reformer
  19. determined to energize a state with the nation's highest
  20. unemployment and one of its worst educational systems. Now he
  21. is staggering, jolted by the defeat of his key reform: a tax
  22. plan that would have shifted some of the burden from business
  23. to the middle class.
  24. </p>
  25. <p>    Saying he was "disappointed" that 55% of the voters had
  26. rejected his plan, Roemer last week proposed laying off
  27. thousands of state employees and closing vocational schools and
  28. hospitals. That would shrink up to $720 million from a budget
  29. already shriveled by a decline in tax revenues from oil
  30. companies. It would still leave the legislature with an unhappy
  31. choice: extend the 3% sales tax that Roemer's new measures would
  32. have replaced or accept severe cutbacks in vital government
  33. services.
