Printed at a time when newspapers did not include photographs, this sketch from the Toronto Globe, 21 February, 1891 depicts a demonstration of unemployed Toronto labourers who marched on City Hall in the late winter of 1891 demanding work. That winter was a very bad one and the workers protested. Note both their banner with its slogan "Work or Bread" and the brass drum. Not depicted here, but mentioned in the stories about the demonstration, was the presence at the head of the parade of another flag - the Union Jack. Their actions were sufficiently menacing to both the city fathers and the city do-gooders that both work and bread were supplied. The city expanded its winter make-work programme and the charities extended their benevolent operations.
