  4.     While governments around the world are trying to get out of
  5. the business of state-owned industries, President Robert Mugabe
  6. is on the brink of nationalizing nearly half the white-owned
  7. farmland in Zimbabwe.
  8.  
  9.     A bill moving through parliament would allow the
  10. government to buy some 12 million of the 28 million acres owned
  11. by the country's 4,200 white farmers, who produce around 75% of
  12. agricultural output, at confiscatory rates of compensation.
  13. Payment would be made either at a price determined by the
  14. authorities or with government bonds likely to be well below
  15. market values. But an amendment, reluctantly backed by Mugabe,
  16. would allow owners to contest the prices in court.

  18.     The plan has drawn protests from Western governments, and
  19. passage could jeopardize foreign aid to the drought-ravaged
  20. country, whose economic-reform program is already threatened by
  21. the need for food imports. But the warnings from abroad and the
  22. potential damage at home, where white farmers provide about half
  23. the country's dwindling foreign exchange, seem unlikely to
  24. persuade Mugabe to modify his course. "If I see anyone with cold
  25. feet," he promised, "I'll put hot irons under them."
