  4. Israel moves to repeal a law imposing jail terms for meetings
  5. with the P.L.O.

  8.     It is not just a taboo, it's the law -- a 1986 Israeli law
  9. under which anyone who talks to representatives of the Palestine
  10. Liberation Organization for any reason can be jailed for three
  11. years. But last week a motion by the Labor-led government to
  12. repeal that law cleared the first of three readings in the
  13. Knesset. Though the margin was the smallest possible, 37 to 36,
  14. final passage appears likely, since opponents made their
  15. maximum effort to defeat the repeal on the first round; the
  16. Likud Party even had five of its members hide in their cars
  17. until moments before the vote in an attempt to throw off
  18. government tallies. The government insists it still will not
  19. negotiate directly with the P.L.O., but private contacts just
  20. might advance peace prospects.
