  4.               The Congress, whenever two-thirds of both House shall
  5.               deem it necessary, shall propose amendments to this
  6.               Constitution, or, on the application of the
  7.               legislatures of two-thirds of the several States,
  8.               shall call a convention for proposing amendments,
  9.               which, in either case, shall be valid, to all intents
  10.               and purposes, as part of this Constitution, when
  11.               ratified by the legislatures of three-fourths of the
  12.               several States, or by conventions in three-fourths
  13.               thereof, as the one or the other mode of ratification
  14.               may be proposed by the Congress; provided that no
  15.               amendment which may be made prior to the year one
  16.               thousand eight hundred and eight shall in any manner
  17.               affect the first and fourth clauses in the ninth
  18.               section of the first Article; and that no State,
  19.               without its consent, shall be deprived of its equal
  20.               <« suffrage »> in the Senate.
