  7.               The ratification of the conventions of nine States
  8.               shall be sufficient for the establishment of this 
  9.               Constitution between the States so ratifying the
  10.               same.  Done in Convention, by the unanimous consent
  11.               of the States present, the seventeenth day of
  12.               September, in the year of our Lord one thousand
  13.               seven hundred and eighty-seven, and of the
  14.               Independence of the United States of America the
  15.               twelfth.  In Witness whereof, we have hereunto
  16.               subscribed our names.
