     1        elaborating it, really not so much for my purposes, because
     2        I am getting down what you are saying, but so you can hop
     3        through it more quickly and allow yourself more time in
     4        respect of other matters, then I think you ought to think
     5        about it.

     7   MR. MORRIS:   Yes.  I mean, the problem is, first of all....

     9   MR. JUSTICE BELL:  Since Mr. Rampton has said he is not going to
    10        hand out his submissions until he stands up, you do not
    11        have to do it well in advance.  You can do it, you know, a
    12        couple of pages at a time or the next day, at the beginning
    13        of the day.  You do not have to make a decision now, but
    14        you might think about it.

    16   MR. MORRIS:   Yes.  The problem is it is not so much of
    17        elaboration as it is not all accurate, and what happened
    18        was that I asked somebody, a volunteer, to go through some
    19        transcripts on my behalf but, you know, they obviously did
    20        not have necessarily a grasp of the issues.  Well, it is
    21        impossible for them to have a grasp of the issues.  So it
    22        is a bit kind of chaotic really.  I am having to kind of
    23        sift through it as I am on my feet.

    25   MR. JUSTICE BELL:  There you are.  As I have said, if it puts
    26        you in difficulty or you are uneasy about it, that is the
    27        end of the matter.

    31   MR. JUSTICE BELL:   But you have a lot of other subjects to come
    32        and Miss Steel is going to deal with some of them, and just
    33        bear what I have said in mind.

    35   MR. MORRIS:   Yes.  I mean, if there is anything which I    feel
    36        I can hand over, then I certainly will try to       do so.
    37        Also, of course, I have my notes written all    over them.

    39   MR. JUSTICE BELL:  Yes.  If you cannot give me a clean copy,
    40        that is another problem.  There we are, carry on.

    42   MR. MORRIS:   I have to make a decision now about what to start
    43        with.

    45   MR. JUSTICE BELL:   Remember also what I said, it is valuable if
    46        you give me references like the one you have just told me
    47        about Mr. Beavers, which I will read the references you
    48        have given me.  But remember what I said, that you can take
    49        some matters as headlines.  In fact, you are probably going
    50        to have to when you get to large topics like nutrition and 
    51        employment, and just enough to say 'What we say about this 
    52        is, particularly bear in mind this article or that witness 
    53        on this topic'.  What one does not have to do, and indeed
    54        if one did it the speeches would take almost as long as the
    55        evidence, is go over everything in any detail.

    57   MR. MORRIS:   Yes.  In fact, I was not intending to, certainly
    58        with employment; it would be an impossible task, anyway,
    59        and even on this topic I am not intending to go into detail
    60        beyond headlines for Costa Rica and Brazil in any case,
